What it takes to digitalise workforce learning at national scale

The first question in large-scale workforce learning is structural, not technological: governance, content ownership, and the internal capability to sustain the ecosystem.

Every large workforce-learning programme we have seen fail did so for the same reason, and it was never the platform.

Three questions before the procurement

  • Who owns the content after go-live, and do they have the capacity to maintain it?
  • Who decides what is mandatory, and how is that decision recorded and revised?
  • What evidence will the regulator or the board ask for, and can the system produce it without manual assembly?

None of those are answered by choosing a system. All of them determine whether the system is still in use in three years.

Content ownership is the hardest of the three

A programme delivered as a fixed body of content begins decaying on the day it launches. The organisations that sustain theirs are the ones that took authoring capability as a deliverable, not as training thrown in at the end.
