Documentation exercises produce workforces that pass tests. Scenario-based learning produces workforces that understand the risk they are managing.
Compliance training is usually designed to be defensible rather than effective, and the two are not the same thing.
The completion trap
A completion rate proves that a video was left playing. It does not prove that anyone would behave differently under pressure — which is the only thing the control was ever meant to achieve.
What changes when scenarios replace modules
Scenario-based design puts the learner in the situation the policy exists for: the call that sounds legitimate, the exception the client is asking for, the shortcut that saves an afternoon. Measurement then shifts from attendance to decisions, and decisions are what a regulator is actually asking about.
